What does a 9,500lb rating actually mean?

A 9,500lb winch is rated for a maximum single-line pull of 9,500lb, or 4,309kg, measured on the first layer of rope or cable on the drum. That's the rated pulling force under standard test conditions, not a guarantee of that much muscle in every recovery, since each extra wrap on the drum reduces the effective pulling power.

Is a 9,500lb winch enough for your vehicle?

Synthetic rope or steel wire?
